Amendments in HSN Codes as per HS 2022 introduced by WCO w.e.f. 01.01.2022

The WCO (World Customs Organization) Convention on Harmonized Commodity Description and Coding System (the HS convention) introduced the Harmonised System (HS) Nomenclature in order to facilitate the standardization of trade documentation and the transmission of data. It is used for the uniform classification of goods traded internationally and has been accepted by all Contracting Parties to the Harmonized System Convention. The HS nomenclature forms the basis of the national Customs Tariff in 211 nations, out of that 158 are the contracting parties to the HS Convention including India.


The WCO has introduced the new (seventh) edition of the Harmonized System (HS) nomenclature, HS-2022, which shall come into force from 1st January 2022.

This new edition of HS Nomenclature 2022 has introduced 351 significant amendments at the six-digit level, covering a wide range of goods moving across borders.


India, being a contractual party to the HS Convention, Central Board of Indirect Taxes and Customs (CBIC) of India brought in necessary changes, through the Fifth Schedule to the Finance Act, 2021, with effect from 01.01.2022 in order to align the first schedule of Customs Tariff Act,1975 with the HS 2022.


To facilitate the ease of transition to HS 2022 to the importers and exporters, CBIC has issued a Correlation Table to correlate the HS 2022 with 8 digit codes. The correlation table (annexure-II) presents the correlation between the tariffs at the 8-digit level documenting the manner in which the commodities covered by the tariff of 2021 have been accommodated in the tariff of 2022.

To understand the correlation table having older and newer versions of tariffs, the Correlation Code is given in Annexure I.


By referring to the Correlation Table along with the Correlation Code, all the importers and exporters are required to apply the relevant amended HSN Code for the respective commodities as stated in the Correlation Table with effect from 01.01.2022.
